Although the Regional Service Delivery Act refers to regional infrastructures, the Restigouche RSC came to an agreement that all its facilities are sub-regional. In 2022, we developed a formula for cost sharing that would start in 2023. Working in collaboration with our transition facilitator as well as the transition leader for the municipalities. The formula is based on cost sharing the net operating costs calculated on the tax base and transitioned gradually over 4 years. In order to ensure an equitable contribution, the contributing communities would pay the same amount of cents on the tax base as the host community. This formula would see:
- the western portion of the Rural District contribute to the Campbellton Memorial Regional Civic Centre
- the Village of Bois-Joli and the eastern portion of the Rural District contribute to the Inch Arran Arena
- Both cost sharing agreements were signed in early 2023.
For the ‘Palais des loisirs’ in Kedgwick, a funding agreement was not necessary since the 2023 amalgamation regrouped all users.
